QUINCY, CA — On Friday, September 1, the Plumas National Forest issued a pre-solicitation to inform businesses and organizations of the upcoming recreation sites concession opportunity, including a site tour in late October ahead of the prospectus publication for those interested in submitting proposals.
The concession opportunity is for recreation facilities on the Plumas National Forest Beckwourth and Mount Hough ranger districts. This includes 40 campgrounds, group campgrounds, boat launches and day use sites.
The Forest Service, an agency of the U.S. Department of Agriculture, plans to release the formal prospectus in October to solicit proposals to operate and maintain these facilities under a special use permit. The operator would be responsible for all operations and maintenance of the permitted recreation facilities as specified in the prospectus.
Detailed information on this business opportunity, the Forest Service concessionaire program and policies, the special use permit, application process and post-selection requirements will be available in the prospectus.
“This is an excellent opportunity for a business interested in helping support recreation opportunities for the public on the Plumas National Forest,” said Forest Recreation and Lands Program Manager Erika Brenzovich. “We encourage those who are interested to participate in the site tour to learn more about the facilities, ask questions and gather information ahead of the prospectus publication and proposal process.”

Reservations for the site tour must be made before October 2. In addition to visiting the recreation sites, the 2-day tour will include a question-and-answer session in Quincy.
Sites included in the prospectus are located at Frenchman Lake, Lake Davis, Lakes Basin and Antelope Lake recreation areas and Feather River Canyon. The pre-solicitation letter is posted on the Forest website at www.fs.usda.gov/plumas.
Following the process, it is expected for a permit to be issued and operations to begin by May 1, 2024. The permit term is initially for 5 years.
